Frostallion can’t be bred from other Pals: only a male and a female Frostallion make another one. Catch it first: it spawns only as an alpha, from Lv 60. After that, every Frostallion egg is a Frostallion.
Its breeding power is 150. The formula never makes Frostallion, but as a parent it counts like any Pal: the lower the parents’ powers, the rarer the egg.
Why only its own kind
Some Pals are left out of the breeding formula: most legendaries, raid and tower bosses and a few others. No pair of other Pals ever makes them, however close their breeding power is. A male and a female Frostallion make a Frostallion egg; everything else Frostallion breeds with makes another Pal (below).

Mutated eggs never hatch Frostallion
